Is there a scriptural example of a non-believer speaking on God's behalf ?

Yes there are several examples:
Numbers 22 NIV
Balaam’s Donkey
“ 21 Balaam got up in the morning, saddled his donkey and went with the Moabite officials. 22 But God was very angry when he went, and the angel of the Lord stood in the road to oppose him. Balaam was riding on his donkey, and his two servants were with him. 23 When the donkey saw the angel of the Lord standing in the road with a drawn sword in his hand, it turned off the road into a field. Balaam beat it to get it back on the road.
24 Then the angel of the Lord stood in a narrow path through the vineyards, with walls on both sides. 25 When the donkey saw the angel of the Lord, it pressed close to the wall, crushing Balaam’s foot against it. So he beat the donkey again.
26 Then the angel of the Lord moved on ahead and stood in a narrow place where there was no room to turn, either to the right or to the left. 27 When the donkey saw the angel of the Lord, it lay down under Balaam, and he was angry and beat it with his staff. 28 Then the Lord opened the donkey’s mouth, and it said to Balaam, “What have I done to you to make you beat me these three times?”
29 Balaam answered the donkey, “You have made a fool of me! If only I had a sword in my hand, I would kill you right now.”
30 The donkey said to Balaam, “Am I not your own donkey, which you have always ridden, to this day? Have I been in the habit of doing this to you?”
“No,” he said.
31 Then the Lord opened Balaam’s eyes, and he saw the angel of the Lord standing in the road with his sword drawn. So he bowed low and fell facedown.
32 The angel of the Lord asked him, “Why have you beaten your donkey these three times? I have come here to oppose you because your path is a reckless one before me. 33 The donkey saw me and turned away from me these three times. If it had not turned away, I would certainly have killed you by now, but I would have spared it.” “
Now the donkey was not a believer and it spoke the words of God.
Daniel 2 NIV
“ “The great God has shown the king what will take place in the future. The dream is true and its interpretation is trustworthy.”
46 Then King Nebuchadnezzar fell prostrate before Daniel and paid him honor and ordered that an offering and incense be presented to him. 47 The king said to Daniel, “Surely your God is the God of gods and the Lord of kings and a revealer of mysteries, for you were able to reveal this mystery.”
48 Then the king placed Daniel in a high position and lavished many gifts on him. He made him ruler over the entire province of Babylon and placed him in charge of all its wise men. 49 Moreover, at Daniel’s request the king appointed Shadrach, Meshach and Abednego administrators over the province of Babylon, while Daniel himself remained at the royal court. “
Now Nebuchadnezzar was not a believer and the scripture tells us that no one can speak words like this except by the inspiration of The Holy Spirit.
Daniel 3 NIV
“ 24 Then King Nebuchadnezzar leaped to his feet in amazement and asked his advisers, “Weren’t there three men that we tied up and threw into the fire?”
They replied, “Certainly, Your Majesty.”
25 He said, “Look! I see four men walking around in the fire, unbound and unharmed, and the fourth looks like a son of the gods.”
26 Nebuchadnezzar then approached the opening of the blazing furnace and shouted, “Shadrach, Meshach and Abednego, servants of the Most High God, come out! Come here!”
So Shadrach, Meshach and Abednego came out of the fire, 27 and the satraps, prefects, governors and royal advisers crowded around them. They saw that the fire had not harmed their bodies, nor was a hair of their heads singed; their robes were not scorched, and there was no smell of fire on them.
28 Then Nebuchadnezzar said, “Praise be to the God of Shadrach, Meshach and Abednego, who has sent his angel and rescued his servants! They trusted in him and defied the king’s command and were willing to give up their lives rather than serve or worship any god except their own God. 29 Therefore I decree that the people of any nation or language who say anything against the God of Shadrach, Meshach and Abednego be cut into pieces and their houses be turned into piles of rubble, for no other god can save in this way.”
30 Then the king promoted Shadrach, Meshach and Abednego in the province of Babylon. “
I think for the King to realize these things it had to be revealed to him by The Holy Spirit.
Luke 23 KJV
“4 Then said Pilate to the chief priests and to the people, I find no fault in this man.”
God could not find a Jewish Priest or even a disciple of Jesus to say this. He had to use a Roman governor to declare that Jesus was without sin.
John 11 NIV
“ 49 Then one of them, named Caiaphas, who was high priest that year, spoke up, ‘You know nothing at all! 50 You do not realise that it is better for you that one man die for the people than that the whole nation perish.’
51 He did not say this on his own, but as high priest that year he prophesied that Jesus would die for the Jewish nation, 52 and not only for that nation but also for the scattered children of God, to bring them together and make them one. 53 So from that day on they plotted to take his life. “
