19 For the creation waits in eager expectation for the children of God to be revealed.
All of God’s creation awaits for the children of God to be revealed. This would include the created angels, and all of mankind. No one knows, except Jesus, who the children of God are. Even Jesus waits until the proper time at judgement day to judge everyone and then everyone will know who the children of God are.
The children of God are all who trusted in Jesus, and nothing else, to save them. But only Jesus decides who trusted in Him.
