Does Psalm 115:16 imply that space exploration is against God's will as it infringes on his domain?

    Psalm 115 NIV

“16 The highest heavens belong to the Lord,
but the earth he has given to mankind. “

The Holy Scriptures clearly tell us that there are three heavens. The 1st one is our atmosphere. The 2nd is what we call outer space or the cosmos. The 3rd heaven is where God has His throne and it is not in this universe. God has no beginning and no end and existed before He created the universe in THE BEGINNING. The beginning was the beginning of space-time.

No man can infringe upon God’s domain. No flesh can enter heaven.

But the verse says the highest heavens, plural. So maybe the 2nd heaven is out of bounds to man also. This seems to be the case. We have not gone outside of the earth and its moon. A trip to even Mars could be disaster if men attempt it. But any trip anywhere in our solar system is nothing compared to traveling to even the nearest star. It takes light 4.5 years to make this trip and we can not approach the speed of light.
